[BEGINNER] Is this electricity setup efficient?

I've read that the ratio for PUMP / BOILER / SE = 1 : 20 : 40, so I made this in my beginner world. Pump, 4 boilers hooked up to it, and 2 SE hooked up to each boiler.

Is it efficient? I've noticed that steam is being drained very fast from the top-most boiler, but very slowly from the other 3 below it. Why is that?
