Is Thor top pick in ranked again?

Because if shifter shield an other things being changed like susano nerfed to his ult. No need to go into detail to all changed everyone knows them I'm sure. But because of said changes I've been playing Thor alot more an have been absolutely destroying people. So in others opinion is he top pick now?
