Terrible Internet?

In the past 3-5 days my internet has been terrible; my download/upload is on average 10down and 5up. But lately it goes down to .1 down and 3 up, with latency at 150. I haven't been able to play any online multiplayer games at all since it is unbearable. In addition to this, I have frequent problems with web browsing regarding DNS and they jacked up my price by 20$. I am paying more for a worse service.

Anyone have any ideas on how to fix my internet?
