Trying to recreate my favourite beer.

I'm trying to recreate one of my favourite beers, Cloudwater DIPA V13. I really like the beer, low bitterness, amazing fruity aromas and taste, looks great in the glass too.

Thought I'd have a crack and see if I can get remotely close to it.

I don't have access to the JW Lees yeast which they use with WLP4000, so I had to skip that. I'll have to use a starter, which is new to me, the beer will hopefully be near to 9% ABV.

If anybody can spot any glaring errors in my recipe (very likely, enough hops? Too much sugar? water chemistry? wrong oats?) I'd love to hear from you! Thanks folks!
