Small-Scale, Make-Me-Think RTS

So I play tabletop roleplay games with an online community that I run, and one time I played this RPG that had me running a city within a duchy in a Renaissance - style world. I had a spreadsheet that I used to calculated the amount of output from each of my agricultural fields, mines, etc. All goods/services were tracked, even how many heads of cattle were in my personal land versus the city's land.

It allowed me to play a smaller role, where I actually had to think about how to proceed politically on the local and global scenes. My decisions had impacts, and the city had a finite number of people.

So my point to all this is: does anyone know of an RTS video game that allows you to operate on the smaller scale, but also contend with issues that arise from outside your little bubble from time-to-time? One where your people take time to grow, that you can't just click to create soldiers, maybe even where migrant workers come to join your village rather than being created from within some building with the click of a button?

Ideally, I want a game where my decisions actually matter, and I have to think about the long-term repercussions of my actions. The grittier and more realistic the better folks, so please don't hold back. It doesn't have to be Renaissance-based, but ideally something pre-modern or even low fantasy.

Have already played: Crusader Kings 2 Europa Universalis 3 Banished AoE (all of them, exactly what I don't want) Settlers (most of them, not impressed) Stronghold Series Tropico Patrician The Guild Series (technically one of the closest to what I'm looking for, just not quite involved enough in terms of politics, nor the ability to do much on the city level)

I recognize I may be asking for something stupid/crazy so please keep your hostile remarks in check.
