Mods That Change National Traditions and Ideas Don't Work

Any mod I've used that says they change the traditions or ideas of certain countries never seem to work. I've tried playing a few with all other mods off. No luck. Are these mods just broken or what? I'm playing on a Mac with all DLC. Are their any verified working mods that change traditions so I can test whether it is the mods I'm trying to use or something wrong on my computer or version of EU4?
