Can't change individual contact save location (ie. device to Google account)

I recently created a new contact from a phone number in my phone log. The new contact was saved to my device by default (not sure why). Now there seems to be no way to move it to my google account where the rest of my contacts reside. Checking other existing contacts on my Google account, there's no way to change them to device either (not that I want to, I was just testing the functionality). It used to be a simple dropdown selection for storage location in each individual contact. Was this something removed in Nougat?

FWIW, I installed the Google contacts app too, no dice.
