What is the process/discussion that leads to a country not spending 2% on NATO?
I know that could sound accusatory, but I want to know more about the process.
I mean, are some politicians openly opposed to spending that much? Is that a popular view amongst the voters? Or is it more like, the budget gets put out and it's just not there due to wrangling?
