Meta service only for Universal? Tricks for getting app crawled?

I import the title service and use that to set the title. Do the same with the meta service but cant see any meta. Which I guess is logical since the metadata is outside of angular. Is the Meta service only for Universal? Or can crawlers pick up on it?

Trying to get an app crawled by google but it does not see the page. Any tips on helping crawlers reading angular? I know Universal is the best way but it seems like alot to learn.
