[Diplomacy] Open Arms

To the Venezuelans who are seeking refuge, President Medvedev will welcome you all. We not only offer you food and shelter and opportunity, but also land. The Far East has plenty of it, and if you join up with the same initiative as the others in the Homestead act, we can give you all opportunities as the others. We only ask that on top of what is already there in the act, you take a class that assists you in learning Russian. We hope that the Venezuelan people take this offer seriously, as we want them to feel safe and fed during this tumultuous time.
