Are only new (skins/headgears/charms/outfits) going to be only available in Alpha Packs?

I don't want to spend thousands of renown to get a certain piece of gear.

I understand old skins are available to certain guns which is alright.

It would be nice for us renown horders to be able to pick what we want.
