Wonderwoman's back 3 is inconsistent

I'd like to think I'm decent at combos

But every time I use wonderwomans b3 when it should hit it always feels 50/50

Examples of this meter burn shield toss into back 3 sometimes links

F23-b3 sometimes links and sometimes doesn't

Anyone else getting this same feeling?
