After installing ENB core file, my game started jittering (stuttering) when I move around and my FPS is going as high as 140fps

I am at the end of Skyrim Ultimate Modding Guide where I have to install ENB and a present.

I added the core files from enbseries_skyrim_v0308.zip to my Skyrim root directory: d3d9.dll + enbhost.exe+ enblocal.ini

I had to set UsePatchSpeedhackWithoutGraphics=true so I can test it without a preset because it was crashing while set to false

Before I added the ENB core files my FPS was at 60fps max, it would drop to 45-50fps in some intensive areas like Whiterun but it never went above 60fps even when I was looking at the sky directly.

But now, after adding the ENB core files, my FPS is going as high as 140fps when I look at the sky and when I'm moving around it fluctuated between 60fps and 90fps. I know something is not right but I can't tell why.

Here's the funny part, when I press ESC to access the menu, my fps goes to 1300fps.

There's definitely something wrong. What could be causing this problem?

All the while, I see jittering/stuttering when I move around which didn't happen before I added the ENB files.
