PlexPY runs with Python but not PythonW or with -D

Could someone help me out here? I've been messing with this for about an hour and i cannot figure out what the issue is.

Windows 10*
PlexPY is up to date*

When i launch PY normally the python script loads and server starts up no problem, localhost:8181 opens nicely to the PlexPY web server.

However when I try to get it to run as a service/run in the background nothing ever happens and I'm unable to access localhost:8181

I've tried both making batch files and cmd files and running them as either -d arguments or with pythonw, I've tried setting up a windows task but nothing seems to work and i don't know where to go from here.

Any ideas?
