Unable to move after raising Katyusha suspension

As of 1.69 the Katyusha is no longer able to move after lowering suspension. However, I am still unable to move after raising it. Is there something else I have to do before moving? There is a flashing text in Russian that appears after lowering it if anyone can translate it. Thanks!
