Question on changing insurance and open enrollment period in Massachusetts

Hi. My girlfriend is on Boston medical throb health connector which as it turns out, nobody really accepts, at least as far as vision goes. It seems like the open enrollment period was from the beginning of November to the end of January. Does that mean she can't change insurance until November?
