How to pronounce Japanese tags?

I'm having trouble on how some Japanese tags work, I'm assuming it has something to do with romanization but I'm not sure. For example 9b is pronounced "kyu-bee" and You3 is pronounced "you-san." Is there a system or some kind of alphabet on this? I'd rather not mispronounce a Japanese name if I ever get to commentate them.
