Chimeratech Fortress Dragon

It is highly debated where I live that you can stop Chimeratech Fortress Dragon from gaining its attack because it has an effect. This is the card's text: Cannot be used as a fusion material. Must first be special summoned (From your extra deck) by sending the above cards from either field to the graveyard.( You do not use polymerization) The original attack of this card becomes 1000 x the number of fusion materials used for its fusion summon. So I have come to the conclusion that the effect is it cannot be used as fusion material and not how it gains Attack because it says ORIGINAL ATTACK. Thanks.
