ONLY on Windows 8.1 cannot access Netflix and Last.fm (Error: Connection Time Out).

I can access them using same wifi on other devices.

I can access all other websites I regularly go to including Reddit.

Happening on both Chrome and Firefox.

I've tried clearing everything on the browsers. Restarted.

I've tried flushing dns from command line. Restarted.

I looked into hosts file under system 32 folder using notepad. It's empty.

The only odd thing that happened was the internet connection was a bit wonky during windows startup when I was trying to open these two sites but when the internet connection went back to normal, I am still unable to open them.
