Tech help: Reprogram?

2001 V70 Wagon (Base): When first purchased the vehicle (used; one owner) it contained an issue where everrrrrry once in a while the climate control fan speed selector would stop functioning; everything else on the climate control module would work. Then, it would simply function again if you started it odd (as in throwing into drive quickly, etc). It has progressively gotten worse. At times, when I simply turn the key to ignition position, the fan will run on high, and or be adjustable. Upon starting the vehicle the fan will no longer be controllable. In the meantime the acceleration of the motor seems to be as a rocket one second then something electronically inhibits full power for some reason (w/ no consistency as to when). One mechanic (wo looking) mentions that I simply need to replace the CC module to resolve the fan issue -I'm thinking this is a case of the vehicle needing a re-program. Thoughts?
