How to use the Super biofuel factory as Vodyani?

I'm currently stuggling to wrap my head around my current Vodyani round.

I've got 9 population on most of my systems and no matter how often I try to use Holy Proliferation they won't go any higher. So I'd assume that means they're at maximum, right? So why am I not getting any benefit from the Super Biofuel Factory?

And a bit off-topic: Is there a wiki or something that has a list of all the modules you can have and where to get them? I got an improved "Dain Essence" module and I can't for the life of me figure out where I got it and if it's the best one available.
