What is a 'leopard head town'?

So recently, the British TV channel has been running a trailer, non-stop for their new show 'Atley bridge', and during one of the clips in the trailer, one of the characters proclaims loudly that 'we all know this aint nothing but a leopard head town'. I had no clue what this could mean, and google was unhelpful. Is this slang of some kind?
