Redmi note 3 pro slow charge time

When I go to bed at night, I plug it in it's fully charged when I wake up. The will be times when I forget to charge it and I am forced to charge it on the fly. I noticed while I'm driving using Bluetooth, GPS , music, the phone will not charge. The phone consumes just as much as the power gives it. While traveling in Germany, I plugged it in at 50% drive for 4 hours and then when the trip was finished it was maybe 55%. This only happens while driving in any car.

Does anyone have any suggestions? I have tried several cords with the same result.
