Does anyone actually believe liberals are somehow keeping factories in China?

Please help me understand how it's liberals that have to bring the factories back and exactly how specifically liberals should accomplish it. Do the people who build factories and contract production out to China and India not share in this responsibility. I fully agree that trade deals should ideally be made only with countries that match labour and environmental regulations and laws, with my preference being solid protections for workers and the environment. Both the local environment (breathing toxic air and living beside a waste dump is not cool for any other person) and the global concerns that are being brought up being addressed reasonably.
