Is there an information site which region suits me the best?

I am fine. It's about a friend. He lives in Dubai and asks, if he should change his region. Currently, he plays in EU. But the lag is just too much. We went through all options (internet speed, connectivity tests, is someone using internet in the house as well?), all that stuff. The last option would be, he is in the wrong region.

So my question is, is there an information site which lists all countries for the most suited region?
