Need a random number generator of sorts.

Basically, I want a number generator where for example I pick two colors Blue and Red, I decide Blue has a 48% of winning Red has a 47% of winning and 5% is uncertain. If I was to run this 3.4k times who would win. Does something like this exist? Thanks :D
