Hosting a Minecraft Server Without Internet.

BLUF: How can 3-4 people connect and play minecraft together on a world without internet connection?

Ok, Myself and a few buddies are currently deployed to an austere location. We have power and Wi-Fi here, However the Wi-Fi is pretty spotty. We want to start playing Minecraft together (3-4 of us). Currently me and one other are using an Ethernet cord connecting our laptops directly and opening the world to LAN. We tried connecting via Wi-Fi and it's just too laggy. My thought was to get a regular router, Just plug it into power and not into Internet, Setup a wireless network on the router that only the 3-4 of us would connect to. The main user connect, open the world to LAN and try to play that way. Will this even work? If not is there any other ways we can do this?
