ELI5: Can somebody please help me understand DRG changes for 4.0

DRG main here, and after seeing the changes, can someone please tell my how is it that the removal of powersurge is a good thing? I mean based on HW experience, a fully buffed jump with powersurge allows me to deal significant damage in a burst in one go, especially when crit'd, but with PS and IR gone, and b4b lowered, how will jumps go?
