Crafted Legendary ilvl in 7.2.5 (PTR Experiment)

tldr ~ Crafted Legendaries on the 7.2.5 PTR are still 940 ilvl when crafted (Tested 3rd June 2017).

My friend and I have been curious about whether Crafted Legendaries would see a rise in ilvl similar to the non-crafted legendary items. After reading through various websites and patch notes we couldn't find a clear answer so we decided to test it ourselves. Other people have been saying that they would remain @ ilvl 940 and you would get a quest to upgrade them. It seems to be the case that they remain @ ilvl 940 but we couldn't find anyone in Dalaran giving out the quest to upgrade them. It might be a quest started by an item dropped from a mob or the weekly chest or something, we are unsure.

My friend went to the Broken Shore on her Tailor. She hasn't handed in 3 of the 4 Crafted Legendary quests since the last Nether Disruptor was active. The quests were accepted and completed on Live (7.2): https://cdn.discordapp.com/attachments/310417788114173952/320604974847361024/unknown.png

Discussion: I'm interested to hear your thoughts on whether Crafted Legendaries will remain profitable/worthwhile if they stay @ 940 when the world is dropping 970 ilvl legendaries. Is it best to craft all possible legendaries now and sell them ASAP? Or would it be better to stockpile materials and hope that Blizzard makes a change to their ilvl closer to launch date? How likely is Blizzard to change freshly crafted legendaries to 970 on live without them behaving that way on the PTR first?

My thoughts are that the legendaries will still remain very beneficial for people leveling up alts, but demand from people wanting them for their main will be even less than current levels. I expect the price to lower a bit further if they remain at ilvl 940 when 7.2.5 is released.
