Nagne looked bad towards end of KR career and single handedly took his Chinese team (which was good) to relegations. Why does he get a starter role as a mid laner in EU?

How does NIP do their recruiting? This guy was a huge problem in China and is already showing deficiencies in EU, so what was the factor that made NIP go with him? Does EU lack decent solo q mid laners? Do they just pick him because he is Korean?
