IRA event list

This is my first time watching the IRAs and I am surprised by how few events there are, especially in the lightweight category. Don't most collegiate lightweight programs have enough athletes to make up several eights? Why are there only eight boats in the skinniboi 8 category? Why no 2V light 8 event (other than the likelihood that nobody cares about 2V light 8's) I know boats need to qualify for the IRAs to compete, but why are there so few lightweight entries in comparison to heavyweight entries? pls help
