Slow Progress [Pics inside]

Hi guys,

I recently decided to get back into the hobby and have/am having non stop issues so far.

I've done a handful of CFL grows before with moderate success.

Firstly, I've never had an issue with getting a seed to germinate...until now. I'm 9 seeds down and only 2 made it to sprout, one sprout died after 2days in soil, it just never straightened up and soon withered away. Started with 4 and 2 sprouted...I blamed heavey water and swirched to bottled water, placed another 5 and 0 have sprouted.

The second sprout is going but ultra slow and has deformed leaves with no sign of a second set of leaves coming (see pics)

40w CFL 3 to 4in away, no neuts yet. Very strong deep green colour to the first set of leaves but I have noticed some slight yellowing around the veins as of today.

Any advice would be helpful. I've just placed another seed between damp paper towel (bottled water) with the hope of breaking the either bad luck or bad seed streak.
