Legality of ordering seeds online

I am living in Europe and I am wondering if it is legal to order seeds online. There are no clean cut answers on google. I am wondering if in France, Germany, and Belgium, if it is legal to order seeds online. Do any of you live in Europe? If you do what have your experiences been with ordering online and what do you know of the laws?
