Some noob question about Void Staff.
Why does high elo guys build Void Staff second or third item, even when enemies have no MR? Does Void Staff gives you flat pen or what?

From that point on - the more MR they get the more efficient the item purchase gets. You basically ensure that your damage doesn't fall off at some point due to lack of pen and them getting big MR items fast

You are investing in the present, too. If the enemy has 38 MR Void Staff gives more penetration than sorc shoes. At 37.5 MR Void penetrates 15 MR.

Actually it's at 43 mr (42.8, if we're being pedantic); 15/0.35 = ~43. But you're close enough, it's often a good investment from the start of the enemy is tanky or has scaling me

The item is pretty cheap as well, the components are flexible also and you can adjust your build path accordingly.

%magic pen works off total magic resistance, making Void pretty much the best penetration item in the game.
From a pure damage perspective it's the most gold/damage efficient AP item barring a few kits with odd numbers favoring other items. The only reason you can't get it first slot is because you need more raw AP/mana/utility to take care of all your other needs before grabbing it.
Deathcap is, ironically, better as a support item than an AP carry item due to how difficult it is to build and make efficient. Hence why you usually see it fourth or fifth item.

When the enemy team has a lot of magic resist, it's more efficient to go void staff since it ignores 35% of magic resist. However, if the other team isn't building magic resist, liandry's torment would be the better option.

Because they know the enemy will build mr also it starts to be efficient after the second item (when you have enough ap to make pen useful)

Which is utter bullshit, btw. Void Staff is ridiculous, and the pen absolutely should be bonus MR, no total. Both for consistancy and balancing.
...Not really; I mean, it's not an op item particularly right now anyway. If you look at ad, there are more options for armour shred available that for magic resist: BC, last whisper items, lethality items. But for magic, you have all of Sorc boots, liandry's, void staff, and Wits end. The thing here is that Sorc boots are only built when you're ahead, Liandry's is only built for some niche picks or when the enemy team is tanky, and nobody builds wits end apart from perhaps the occasional Warwick and maybe on hit teemo.
Also, when building ap, your damage is normally largely burst based, as a Mage or assassin. If people have, say, 30 mr, that's 21% reduced magic damage, IIRC. So that's 20% off your burst. You the. Will most likely have to wait until your CDs are off to start dealing damage again. Since your autos do negligible damage, any extra you get out of your burst is very important, since it could make all the difference.
For ad, on the other hand, you might have a burst timer, but you also deal significant damage with autos, so you don't need as much penetration to deal the same amount of damage. You should also note that most champs don't have mr scaling, whereas every champ (technically bar thresh) has armour scaling. The armour/mr you get from this scaling counts as bonus, so last whisper applies to it.
You should also note that void staff becomes as effective as Sorc boots in terms of magic pen at 42 mr, which you will need to buy mr for on most champions.
