Justice in Rosewood

Did the police and judges etc who were involved in the release of Charlotte even bother to arrest and charge her for the murder of Wilden after she was their suspect "who escaped custody and was at large"? This has left me bewildered... She escapes custody and runs to Alison in NYC (who she confessed during her reveal that she didn't think Ali was alive) or some bulllshit like that yet she knew exactly where to find her in NYC? Didn't Alison find this strange (and i just remembered that the Liars didn't know about this meetup with Noel and Cece, Alison never told them and they never saw soo..wth??). Anyways, she escapes custody, meets up with Ali for an escape plan and escapes. Then a few weeks? months? days? later the whole reveal of Cece being Charles is revealed and she still was the prime suspect in Wilden's case yet she was sent to an asylum? This makes no sense.

Being in the mental health profession, even in the third world country i live in, she would never be considered mentally ill. She was always of sound mind. Nothing in her profile showed mental illness. What was her diagnosis? She was manipulative and cunning. She claims that she was put in Radley for being transgender and attempting to drown Ali but 1. being transgender, even 10 years ago, was written off the DSM so this would never have been the reason to keep her in there. Onto the second one, she attempted to kill Alison and as Kenneth said, it wasn't the first time. Maybe she was a psychopath? Because if she tried killing Ali several times and Ali wasn't her sister, it could've been pure jealousy or evilness? But this still doesn't make sense given the conflicting information we are fed about her history. Anyways, my point is that she never was supposed to be released to a mental institution when she was revealed as A. She was supposed to be jailed for multiple kidnappings, multiple attempted murders, possible terrorism (blowing up the friking building?), manslaughter (Wilden). How the heck does someone who commits so many crimes get only 5 years in a mental asylum?! WTF
