Does Rice care if you're applying as a transfer from a community college or university?

I applied to Rices Mechanical Engineering program from Lonestar community college this upcoming fall with a 3.75 gpa and unfortunately got denied. Rice is the university I want to stay at and no other one. I decided to go to Baylor university to reset my gpa and start over. If I maintain a 4.0 through next fall and spring will I have a stronger chance to get in to rice? Also by doing so id be past 60 credit hours and will have completed all my calculus and physic classes.
