Best way to get cards/ weapon mods?

Hey, I'm it new to the game, but I am on console. (I know, I know, very sad) So my question is what's the best way to get/ farm card drops? I'm mainly looking for weapon mods.
While the offshore payday feature is realistically lucrative, it kills my offshore account. Is there a better way that is cheaper and/ or faster??
