Grandfather clock pendulum simulation

I'm making a grandfather clock simulation, but I'm stumped on two details about how the pendulum interacts with the rest of the clock. Can you help me out?

During what part of the pendulum swing do the hands move? Is it when the pendulum passes immediately below the clockface and is moving the fastest, or does it occur when the bob is reversing direction at the top of the swing?

Also, when does the tick or tock sound occur?
