Why don't the other parts have a rivalry akin to Jonathon and Dio in Part 1?

I'm in the middle of Part 5 and I'm disappointed we never got another rivalry as good as in the first part. Kira is cool, but there's not a real relationship between him and Josuke other than him being a bad guy.

Part 2 gets closer with the Pillar Men meeting with Joseph multiple times, putting the rings on him and him training solely to beat them.

This might be partly because after Part 2 they started to make protagonists less important so what's the point of having these kind of rivalries develop?.

I've heard Part 7 is sort of an alternate re-telling of 1(correct me if I'm wrong) so do we get that kind of rivalry back?.
