Selecting rivals

Im playing as Kildare and have annexed every other nation in Ireland besides Ulster, which I vassalized. Now, my only available rivals are Scotland and England, who are both my allies and have way larger militaries than me. Is there any way to choose a rival off the list/make another rival available?
