Will we be able to buy cosmetics directly with out in-game currency?

I tried to Google this / search Reddit, but I ended up getting confusing, or conflicting answers, so I apologize if this has been brought up before.

The reason I ask is because my friend has gotten some really nice clothing from loot crates. I've opened around 38 of them and 31 of them have literally just been dirty tank tops and fingerless gloves.... again and again and again. The other 7 items were subclasses, two different kinds of combat pants, and a couple of different color tank tops.
