Will It Be Possible to Sue The City/State

Curious if it would be possible if We the People could sue the state and city (the state will have to be included, Annapolis is very much at fault for the state of affairs in Baltimore) for a breach of or violations of the "contract" as elected officials between them and us.

The violations I see that maybe we could sue them for are:

Not keeping the peace

Not prosecuting criminals to the full extent of the law

Not providing for the needs of the populace regarding the health and welfare (stopping the Red line would be an example of this, but there are many others)

I'm not trying to start an argument, I'm genuinely asking.

Something drastic must be done, I'm wondering if this could be an action we could take.
