68 Roadrunner for 3200 bucks?

I found a roadrunner for sale for the price in the title, it's got no front and rear glass, no engine or tranny, the only real rust is a little bit on the rear right quarter, and some various trim and what not is included. Is this a fair price for the car in this condition, or should I try talking the guy down?
