Robot control and CP question

I was looking into making a Robomancer Technician, and I'm unsure about a few things. How does one start with a robot control interface? Do you have to purchase it? Do you have to pay to start with robots as well? Are you supposed to get starting credits form you class as well as background, because I'm not sure how one would afford all this otherwise. Any clafication would be appreciated
