Exporting Netflow to Redundant Syslog servers/ Can Meraki do this?

My organization supports a little under 187 remote offices globally. We are planning to roll out Meraki MX64 to each office and would like to set up logging for incident responses to each office. due to the amount of offices & budgeting contraints, we will be using "Logstash/Elaticsearch/Kibana for logging. We wold like to uses two Syslog servers in HA(High Availability) capacity.
Question 1: Can Meraki detect when one syslog server is down and then promote the redundent server as primary so we do not loose any logs? Question 2: Does Meraki capability able to export netflow traffic ?
