[Expansion] Polls for Benelux Supreme Court

The Benelux has had it'a powers slowly expanded over the last decades, and representatives of Xavier Metternich believe that it is now time to take it to the next level. We propose for a High Benelux court, that deals with crimes involving two or more Benelux states. We hope this level of cooperation will continue to rise, along with the hope for Benelux union.
