Cant make calls or send texts over wifi w/ voice app

So since google disabled sms/call functionality in hangouts, I can't get the google voice app to work over data-only. With just a wifi connection and airplane mode on, I can only send texts. I don't even see a dialer option, and my phone's default dialer does not work in airplane mode with wifi on. What is the point of this app without VOICE functionality? Am I missing something?
