Beginner Question - Tying it all together

I am learning html and CSS. Practicing in sublime. My long-term goal is to eventually be able to build sites and be able to build the front and back end aspects of the site. This is a hobby of mine and not looking to make a career out of it. My confusion is 1) learning the language (vernacular), 2) understanding how all the programs relate, 3) how to install the necessary programs (and what programs are necessary). Is there a book/s you would recommend or a site that does a good job tying it together? Thanks in advance.
