Can someone explain to me why people get the impression PLD are overbuffed?

[Question]

So PLD were terrible on HW and got some well deserved buffs, but I see all gloom and doom when talking about the other tanks. I won't talk much about DRK because I don't play it that much. I play WAR but I want to understand where it stands in comparison with PLD.

PLD got their potencies increased by 10 across most attacks, Royal Authority now combos from Riot Blade which is an increase on DPS since PLD should be doing this combo most of the time now unless needing to apply goring blade or building enmity.

Besides the existing skills, PLD now have Requiescat and Holy Spirit, Requiescat being a 350 potency ogcd ability on a 60s cooldown that increases magical damage by 20% for 12s.

This buff should be paired with Holy Spirit which is a spell that does 430 potency, I'm not sure how many Holy Spirits can be cased on a full mp bar, I'm going to assume 3.

With that, a DPS rotation for PLD could be:

Requiescat -> Holy Spirit x3 -> Shelltron -> Holy spirit (assuming Shelltron recovers enough MP for a 4th cast of Holy Spirit) -> Fast Blade -> Fight or Flight -> Riot Blade -> Spirits Within -> Goring Blade -> Circle of Scorn -> Fast Blade -> Riot Blade -> Royal Authorithy

After this you want to have full mp by the time Requiescat is usable again and repeat.

I'm not sure how to account for the 20% dmg increase on holy spirit, not sure if I can just add 20% more potency? in any case that's a crude opener I can think of at the moment. The key here is, how fast can mp be recovered by PLD to cast as many Holy Spirits as possible? I don't know, I'm just a lvl 50 PLD at the moment so not sure how fast sheltron and riot blade can recover MP

Now with WAR

Berserk gives 30% dmg in a 60s cd, this is better than PLD fight or flight which is 25% in a 60s cd. Also WAR has an additional 20% damage buff applied with Storm Eye and the DPS stance gives another 5% I'm not sure how to compare Deliverance with Sword Oath, but at a quick glance it looks like deliverance is probably better.

WAR received upheaval a 300 potency ogcd attack that costs 20 gauge. Inner Release practically doubles the amount of gauge points on a 2min cooldown and infuriate increases the gauge to 50 in a 60s cooldown (cooldown reduced when using certain abilities) I think this gives a big advantage on damage output for WAR, this is what I think at the moment, but I'm sure this can be optimized:

HS -> Maim -> Storm's Eye -> HS -> Maim -> Storm's Path -> HS -> Skull Sunder -> Inner Release -> Butcher's Block -> Infuriate -> Fell Cleave x4 -> HS -> Maim -> Storm's Eye -> HS -> Maim -> Fell Cleave

I'm not sure if we can squeeze in a storm path before the 5th fell cleave.

When Inner Release is up, you want to spam fell cleave as much as possible in order to bring the cool down, after IR buff fades, you want to weave upheaval instead. You want to pair berserk with inner release if possible, but berserk with upheaval weaving is going to be a major damage output too so it should be cool to use berserk on CD instead of always pairing with IR. The FC chain while inner release is active seems to me that it is more powerful than Requiescat + Holy Spirit, granted it can be spammed more often by PLD, but WAR have Upheaval which is actually pretty damn good since it's ogcd and can be weaved. PLD DPS combo does more damage (Royal Authority being a whooping 340 potency combo finisher) and also Spirits Within is in a short cooldown but WAR has more powerful damage buffs so I think WAR has the edge in damage output.

Now on the defense side.

PLD is the only tank with a dedicated stun now, WAR and DRK are confined to low blow it kinda sucks.

Discounting the role skills, PLD has Sentinel with a 40% dmg reduction on a 180s cooldown while WAR has a vengeance with a 30% dmg reduction and a counter attack on a 120s cooldown. Sentinel is better with it's greated damage mitigation if you know your fights, vengeance is weaker but it can be used more often.

Now Sheltron and Bulwark for PLD are now more powerful since shield now blocks magic damage. Sheltron can be more or less used on demand (it has a high cost of 50 gauge) but you might want to use it as much as possible just to recover MP for dps purposes and not really for mitigation. WAR has inner beast which similar to sheltron costs 50 gauge, but WAR has better tools to fill their gauge and optimize, it looks to me inner beast is more readily accessible than sheltron+bulwark.

WAR also has Raw Intuition, which is a decent damage reduction via parry, but not as powerful as a shield block since parry doesn't work with magic (yet!)

And finally the invincible button for WAR, holmgang, has a 6s duration on 3 min cooldown while PLD has a 10s duration on a 7min cooldown, although hallowed ground reduces damage by 100%, I don't think that compensates the much lower cooldown that holmgang has.

And finally PLD has the passive damage decrease from the tank stance, I think that's better than a healing recovery and a max health bonus, and also PLD have shields which is a nice RNG damage reduction that now works with magic too.

Finally PLD have plenty of utility for survability, with intervention, divine veil and cover. WAR only has the slashing debuff but I think it will be ubiquitous with the popularity of SAM.

PLD have the advantage on mitigation thanks to the better tank stance, wearing a shield and Sentinel being more powerful, but WAR is not that behind, inner beast is fantastic, vengeance is 10% lower than sentinel but it can be used more often and raw intuition is a long buff to parry but it might have limited usability.

On the DPS side, PLD is definitely powerful but I think WAR has the edge thanks to the more varied buffs, upheaval and FC chain being more powerful than HS chain, altough HS chain can potentially be spammed more often, regular WAR dmg and Upheaval more than compensates for it.

PLD would make a fantastic tank for new fights or when on DF where plenty of people don't know what to do due the enhanced mitigation capabilities, but it seems to me that WAR still has the edge when fighting comfortably on a well known fight and WAR is also a beter OT because the damage output doesn't vary if tanking or not tanking, while PLD will have it's damage output reduced because they won't be able to use sheltron for MP recovery.
