Counter to curving arms?

Ive faced alot of Kid Cobra using the double chakram(?) arms. Ive tried to counter it by using the fast straight arms but its so hard to approach them with the range on those things. I pretty much dont dodge these curving arms instead i block but It only works around 40% of the time. Id like to hear what you guys think is the best workaround?
